    Saeima adopts in final reading bill on management of the spread of Covid-19

    RIGA, June 5 (LETA) - Saeima today adopted in the final reading a bill on management of the spread of the Covid-19 virus which, will establish a procedure for stemming the spread of Covid-19 after the state of emergency is over on June 9.

    Lawmakers agreed that the bill will be effective as long as there are epidemiological safety threat in relation to Covid-19 outbreak. The Cabinet of Ministers at least once in three months will have to report to the parliament about epidemiological safety threat in relation to Covid-19. The bill will lose force when the parliament adopts a separate bill.

    The state of emergency that was declared in relation to Covid-19 pandemic on March 13, will end on June 9. The new bill wil allow the government to act more flexibly after the state of emergency is over.

    According to the bill, the general legal order must be restored after the state of emergency is over. The legislation determines the basic principles of operation of state institutions and the rights and obligations of state institutions and private persons after the state of emergency is lifted. 

    The bill stipulates that organizers of public events, meetings, processions and rallies will have to indicate, while informing the authorities about a planned event, how the epidemiological safety measures will be ensured during the event.

    The Cabinet of Ministers will keep the right to determine requirements and procedures for ensuring social distancing and the number of persons allowed in a place at any one time. The Cabinet of Ministers will also decide the conditions and procedures for the organization of the educational process.

    In order to ensure epidemiological safety and continuous, predictable centralized purchases of personal protective equipment and medical equipment for the needs of different authorities and institutions after the end of the state of emergency, the Center for National Defense Facilities and Procurement will continue purchases of personal protective equipment and medical equipment.

    Once the bill comes into force, it will replace the Law on the Operation of State Authorities During the Emergency Situation Related to the Spread of Covid-19.
